Anyone can take a song that has been released and make their own 'cover' version without having to get permission from the owner of the copyright in the song (the words and music). Permission is granted automatically through a form of compulsory licensing known as the mechanical license.

The headline on the MediasTouch post is somewhat misleading. The cease and desist order that it suggests Trump ignored was issued in 2020 with respect to the Trump campaign's use of Petty's recording -- an action that does require a non-compulsory license.
