with a head of state (monarch or Governor General) with the authority to dissolve a non-functional parliament and call an election.

2. I'd say this is exactly what the Freedom Caucus wanted.

They want the government shut down. They want chaos and mayhem so that their favorite authoritarian can claim control compared to the "weak" response of Biden. They see the writing on the wall demographically, know that they will lose power for years if not decades if they have to compete fairly with the Democrats, and are basically abandoning any pretense in belief in Democratic principles.
