From CNNs Becky Anderson in Doha and Richard Roth in New York
The United Nations Security Council will hold an emergency meeting Monday regarding Israels ground invasion of Gaza, diplomatic sources confirmed.
The United Arab Emirates will seek a binding resolution from other Security Council members for an "immediate humanitarian pause" in the fighting, the sources said.
The emergency meeting comes after 120 countries voted for a United Nations resolution on Friday, introduced by Jordan, that called for a sustained humanitarian truce in Gaza. The United States was one of 14 countries that voted against the resolution, with 45 countries abstaining.
The sources said the draft text of the resolution calls for an immediate humanitarian truce and further humanitarian pauses.
Earlier this month, the United States vetoed a draft resolution at the UNSC which called for a humanitarian pause.
The UAE is the only Arab country currently a member of the UNSC.

There would need to be a pause in hostilities in order to move so many hostages/prisoners

Giora Eiland, a former head of the Israeli National Security Council, and the newspaper Haaretz swelled the chorus of calls to exchange about 5,000 Palestinians including Hamas militants for the captives in Gaza.
Eiland, the former security adviser, who is also a retired major general, said saving the hostages was the most urgent challenge. Israel would be right to make two concessions to secure the release of all of the hostages: to release all 5,000 Palestinian prisoners incarcerated in Israel, and to postpone temporarily a more aggressive operation in Gaza, he wrote in the newspaper Yedioth Ahronoth.
A Haaretz editorial said the hostages must come first. The state does not have the mandate to sacrifice 229 people; no one would give it that mandate. Nor can it be allowed to consciously, for tactical reasons, make these people collateral damage in the war against Hamas. Israel must release all Palestinian security prisoners, said the newspaper. Whatever it takes to bring the hostages home immediately. At once. Today.

(33,707 posts)13. The wording from Friday's non-binding humanitarian truce resolution included release of captives:
Wording from Friday's resolution:
The resolution calls for an immediate, durable and sustained humanitarian truce, and demands all parties comply with international humanitarian law and continuous, sufficient and unhindered provision of essential supplies and services into the Gaza Strip.
It also calls for the immediate and unconditional release of all civilians held captive as well as demanding their safety, well-being and humane treatment in compliance with international law.

So unless the UAE resolution is better, I.e., calling out Hamas and reiterating Israels eight to self-defense, I would hope the US would veto it.

I think they will since Israel opened the phone lines.
As a matter of fact, I think they TOLD Israel , "Open the lines or we will vote for this".

White House: Restoration of communications in Gaza was 'critical'
The White House said Sunday that the "restorations of communications in Gaza was critical."
"Aid workers, civilians and journalists need to be able to communicate to each other and the rest of the world. Our Administration cared about this, worked on it and are glad to see it restored," it added.

I think Biden threatened to pass UAE's resolution if they didn't open phone lines. Now the US will just veto UAE's resolution.
Note: The US vetoed the same resolution last week. (Oct 24)

U.S., in policy switch, urges humanitarian pauses in Gaza
A temporary suspension of Israeli airstrikes is seen as potentially helpful in breaking logjams over the release of hostages, entry of aid and exit from Gaza of foreigners, including U.S. citizens
By Karen DeYoung and Claire Parker
Updated October 28, 2023 at 12:34 p.m. EDT|Published October 27, 2023 at 8:21 p.m. EDT
After weeks of declining to back growing international calls for humanitarian pauses in Israeli airstrikes to allow a steady flow of aid to enter Gaza, permit American and foreign citizens to exit into Egypt and facilitate the release of hostages, the Biden administration is now fully in favor of them and is pressing Israel to agree.
The abrupt policy shift comes as the humanitarian situation inside the enclave has become more dire and much of the world has declined to follow the U.S. lead in withholding public criticism of how Israel is conducting its war against Hamas.
David Satterfield, President Bidens special envoy to the humanitarian situation in the Gaza Strip, has been in Israel this week seeking progress on both aid and egress to Egypt. But according to U.S., United Nations, Egyptian and Israeli officials many of whom spoke only on the condition of anonymity amid a welter of finger-pointing among those involved no substantive progress has been made.
The administrations public promotion this week of humanitarian pauses came after what one U.S. official said was a lot of the groundwork in private communications.
