I still remember it being quite popular during the iran contra scandal , ronald raygun uttered it several times on tv.......

"I have no independent recollection of that matter" was a common phrase.

But ronnie was never called before a committee or court, so he never had to utter it. Maybe he did during an interview somewhere, but it wasn't under oath where it mattered.

My attorney stressed the value of, "I can not recall at this time."

The primary "witnesses" on the other side, couldn't recall going to prison, or what crimes that he had served time for. (I guess our attorneys went to the same school) That was when the attorney produced his criminal record on what looked like a scroll. It was hilarious. Within one half hour, the case was settled. "To the full satisfaction of all parties."

11. When I was in corrections, if something happened, we filled out an incident report.

We were told, if anything goes to court, we were to refer back to the incident report. ANYTHING different that you said, that didn't align 100% with your report, would result in your report likely being trashed. Memories DO fade/change over time.

Perhaps that is why there are so many repeat offenders... They just forget.

I can believe a few of them do "forget". I usually give some advice to the ones that were leaving, "Don't go hang out on the same corner," Don't hang out with your old buddies, because that's what got you here." Had a few come back, and I told them "What did I tell you?' They'd get a goofy grin, and admit that I was right, the cops knew they would be on parole, stopped the crew they were with, and if ANYBODY in the group had anything illegal on them, the parolee would get sent back for violating parole. "Association".
