I hate the "That just how he is excuse"

I am directing this at Trump but most people have a friend or a relative who for some reason does things that would otherwise get them ostracized or punished but it gets forgiven because "its just how he is".

How can you defeat someone who no matter what they say or do is excused away because "its just how he is"
