Trump given written questions when Trump was being investigated for Russia.

Why? A combination of the FBI thinking he could not tell the truth and/or he would not remember if he were to testify on the stand. He was President then.

It only become one after Trump interfered with an investigation by firing Comey.

There was no reason that Garland should have appointed a Special Counsel for the investigation into Biden to begin with.

Perhaps because that's what the prosecutor's staff worked out with Trump's lawyers.

The terms for these things are partly imposed, partly negotiated in exchange for cooperation and timeliness.
