ANTANANARIVO, Madagascar (AP) Madagascars Parliament has passed a law allowing for the chemical and, in some cases, surgical castration of those found guilty of the rape of a minor, prompting criticism from international rights groups, but also finding support from activists in the country who say its an appropriate deterrent to curb a rape culture.
Parliament in the Indian Ocean island nation of 28 million passed the law on Feb. 2 and the Senate, the upper house, approved it last week. It must now be ratified by the High Constitutional Court and signed into law by President Andry Rajoelina, who first raised the issue in December. His government proposed the law change.
Justice Minister Landy Mbolatiana Randriamanantenasoa said its a necessary move because of an increase in cases of rape against children. In 2023, 600 cases of the rape of a minor were recorded, she said, and 133 already in January this year.

(14,307 posts)We need to protect children from being preyed on as best we can.
We (in this country) have found that after offenders leave prison and are registered within a community, they can slip away and not report or stop taking the medication (chemical castration). I believe only some states use chemical castration. Physical castration is permanent, but a deviant, castrated person could still be a monster, but not as likely.
Castrated boys who had been selected to be educated and trained as they grew were used in palaces to guard harems and such. No testicles for you!
This should wind up being an interesting discussion.

(9,289 posts)My family recently helped put a child molester in prison, but the victim needs years of therapy and support. In this case, it turns out he had gotten away with molesting a family member in his teens and if he had been caught and dealt with for that, the most recent abuse might not have happened.
Most organizations that provide opportunities for the abuse of children now have programs and policies in place to prevent predation, but that wasn't the case in years past. The Boy Scouts, for example, PRETENDED to have programs and policies to prevent child abuse before the reality was exposed.

(14,307 posts)I am so glad to hear your family "helped put a child molester in prison..." but they will get out eventually. Your example of the Boy Scouts is important because often the protections they tout are just PR. We must be more vigilant, and in case you haven't already guessed I am not against castration if we are to set these offenders free.

(9,289 posts)he should get out with some years left in his life. He'll be destitute, friendless, and on the sex offender list forever. In this case, I don't think castration would make any difference and I'm not sure it would in other cases. Perhaps castration for the people who cover up child molestation would work better. There were people who knew what Jimmy Saville and Jeffrey Epstein were up to who have gone unpunished. George Deukmejian protected thousands of molesters. We cannot forget how monstrous the enablers are.
In the case of this child, she was also molested, abused, and discarded by different people earlier in her life, but she has gotten a lot of support and treatment and she has an activity that she absolutely loves. The law enforcement and treatment organizations here have been truly outstanding in their response. It takes a village to help repair a damaged child and I am so proud of how my community has responded to help this child.

(3,363 posts)...I am not opposed to this idea. Survivors always will carry the scars, and these perpetrators will, too. They will live a lifetime having their bodies permanently altered and at the same time will never be capable of sexual assault again. If this sounds vengeful, so be it. I think it's justified in this case. Of course, to each his/her own.

(15,501 posts)It's about controlling and humiliating the victim. Sexual humiliation in particular is a focus because our cultures have such a weird prioritization about sex (or gender)and when/how it's acceptable or not.
Not saying castration might not stop some rapes, but the rapist will find some other way to get his (or her) jollies torturing a child or other person they consider inferior or legitimate prey.
The perpetrators are looking to destroy another sentient being. Period. The act of rape is only one of the means to do so.
