He doesn't need to just apologize to the young man but the department needs to hold a press conference where he publicly apologizes to the teen, his family and the general public and state that his actions were completely wrong and there was no excuse for what he did.
Authorities always placing the blame on the victim. Theyre nothing but bullies with a gun and a badge.
Unfortunately, thats enough for most enforcers to justify their bulliness.
