Chief Graves said the two people in custody are the gunmen, and said it was a shooting made by "a few bad actors" even in the presence of law enforcement. She also said she was "angry" the shooting had happened despite the large police presence.

I ahve seen both a white guy and a younger black guy in handcuffs, but neither were arrested in the Westin parking garage, so I am thinking of of the other two wasn't part of it. Guess we will know that soon.
