That way he would be clear to run for the presidency without having them hanging over him through the election.

The fact that he uses the 'delay tactic' in every case - to me - says that he knows that he is guilty in all cases and is just throwing a 'hail mary' pass - hoping he gets elected and can wave them away - when inaugurated.

I know that if I was accused of something - I'd want to clear my name as soon as possible - and prove my innocence.

As a high scoring psychopath, he has no problem exploiting anything and everything for his own goals. Claiming victim-hood instead of taking personal responsibility is easy for him and helps him meet his goals. Changing his personality is not an option and he knows he is not innocent, but I am pretty sure he believes he is entitled to do whatever the hell he wants--and he does.
