I do not know when this video was taken. But seems to be a fairly large crowd.

He and his followers have some weird sci-fi idea about how they work. Sticking a chip in your hand that opens your car door or the Musk idea of interfacing a brain with a computer doesn't mean that the chip would have anything like enough power to communicate by itself with an orbiting satellite or a cell tower.

These followers of Q conspiracy theories are more likely to have been trump voters and Kennedy is more likely to be a drag on him than President Biden.
