What Trump seems to be trying to say, if you pick apart his rambling, is that he thinks illegal immigrants are violent psychopaths who either are cannibals, or are as bad as them, and so he thinks he can liken them to a fictional American character.

The real problem here is not so much that he's losing his mind, as that he is deeply racist and assumes his crowd is also, so that they'll happily listen to Trump saying the problem with immigration is people like Lecter.
