No makeup, bad hair, and WTF is wrong with his eyes?

I was pretty skilled at PS and if it is, it is quite professionally done. The bags under the eyes line up and are not affected, neither is the eyebrow on top of the eye or to the right of the eye. It is possible, though, that with a precise selection, it could be enlarged. Not sure why anyone would bother. It also is oddly looking in a slightly different direction than the other, but the lighting is an exact match. The whole picture is odd. Maybe as it makes the rounds on the web, someone will come up with an explanation. Mostly it is creepy!
