So what if he piped up again a few days later and took it all back. By then, it was late October and there were a FEW DAYS remaining before Election Day. And voters had already decided. Yes, Hillary got more votes, but the popular vote was outweighed by the fucking Electoral College. I think the math would have been better - and more decisive for HER - if Comey had shut up instead of whoring for the cameras with some scandalous last-minute "breaking news" that wound up being a WORLD-CLASS nothing-burger.

It was relayed to Manifort by someone at abc news. Probably exit polls. Then they knew what districts/precincts to beef up in the three swing states of WI, MI, and PA . He won by only 77,000 total over those three states, which is what swung the EC. Two out of three of those states had Republican governors at that time (WI and MI), which means they also likely had R Secretaries of State, the officer who is in charge of elections.
