Rahm has plans to close 100-200 Chicago schools (while opening 60+ new charter schools). He is legally required to submit a list of any schools he wants to close by Dec 1 so there will be time for public input before the new school year.
He wanted to publish it during the summer break when teachers, parents etc are less likely to be paying attention. The IL legislature just said he could, by passing a bill 'ironically' entitled "Sanitarium Animals". Cute guy, that rahmbo.

I notice all it took to get this movement in full swing was for both parties to support it.
