I don't think he said that to a grieving parent. I could have sworn he said it to Flynn or another general.

He did say some pretty calloused things to some parents, something about the death being ok because the kid knew he was going to die, or something along those lines. He asked Flynn about what to say to the parents, and Trump's addled brain just completely mangled what he was told.
