What he said was he "wanted to thank her for being an extraordinary partner".
That's a heartfelt thank-you, NOT an official endorsement...Always read carefully on any statement like this, because it was written just as carefully.

Today I want to offer my full support and endorsement for Kamala to be the nominee of our party this year. Democrats its time to come together and beat Trump. Lets do this,
