Per the Constitution:
Twelfth Amendment
The Electors shall meet in their respective states and vote by ballot for President and Vice-President, one of whom, at least, shall not be an inhabitant of the same state with themselves

Both Newsom and Harris are registered voters in California.

The P and VP can be from the same state.

(130,331 posts)4. Technically they can, but CA's electors can only vote for one of them.
So unless one of them establishes residency in another state like Cheney did so he could be W's running mate (and not sacrifice TX's electoral votes), CA's electoral votes could be cast only for Harris or only for Newsom.

Its a difficultly worded passage, but I dont believe it means the two positions have to come from different states, I think this passage is referring to the electors home state.
