Luckily Kozar made his call for help when a lot of people were up and aware.
I was the shift supervisor at the desk once, sitting by the phone with constant calls from distraught people after a horrifying event at work.
It's stressful; you're always second - guessing yourself , especially if you took charge and sent everyone home; calling others to tell them not to come in, and having to deal with preparing the next shift and dealing with management.

You did well, he's in an ambulance and hopefully someone from the VA nearby can get to him from the hospital.

I don't know enough about him personally to be able to direct their outreach to him properly. There are VA programs that could help, especially if he had legal guardianship of Lil bit.
