But by the record company. And they make money approving the usage for various groups who want to use it. For them its not political, its about money.

Dion may have a right to issue a non usage request after the fact, I'm not sure. But Trump campaign simply won't inform the artist until they've already used it. Damage done. Then they just move on to another song.
