First of all, the context has to be about new jobs, not total jobs in the country.

Imagine 1,000,000 new jobs are created.

200,000 citizens lose their jobs.

Recent migrants fill 1,200,000 jobs.

In a way, you could say migrants got 120% of new jobs.

Then again, this could never actually really happen.
