In all ways of looking at it, he is calling for the Federalization of US elections; Federal laws over State control.

For the President, Senators, and Representatives this may not be a bad idea.
If States want to run parallel and unique elections for positions in their state, go for it.
However, all Americans deserve to be equal at the Federal voting level, where zip-code based differences should not apply.
