At a Trump rally, half the people are always wearing outrageous clown-like outfits that would look more appropriate in a circus or freak show than out in public.

7. Had to search to see where they were because several blocks of perimeter near the debate are closed for pedestrians

and that group is a little over a mile away at Rittenhouse Square, around 18th & Locust Sts.

I.e., they are nowhere near the Constitution Center but the weather here today has been perfect for being out in the park.

I am guessing that those folks might have been planning to attend a Watch Party around there (maybe at a restaurant or club).
