The Republicans controlled the House, the Senate and the Presidency when the Trump tax cuts for billionaires was passed. How come Trump and the Republicans didn't make those cuts at that time?

Instead, that bill, among other things, allowed deductions for corporate jets but eliminated the deduction for union dues.
