I think it includes whoever answers "yes" to "are you likely to vote in this election?"

1) Likely Voters (You'll see "LV" next to the poll name and sample size)
2) Registered Voters (May miss some newly registered voters) (RV)
3) Adults (more important than ever because of the increasing number of new voters who register on Election Day at the polls.)(A)

But there's a caveat. If someone moved within the state, they might be newly registered locally, but their voting history is carried over with them. Usually the pollsters will include them as LV is they have a voting history.
