If Harris was calling the shots all along, how didn't anyone even hint at that before she became the candidate?

If I knew that and was advising Trump, I would have had him attack Biden for that relentlessly. They were claiming Obama was still in charge. What happened to that? Now it was Kamala all along. LOL
