And when a voter waits in a long line one cycle, they are less likely to vote the next. Lines are correlated with suppressed turnout. Not increased turnout. And when confronted with a long line, at least 5% are unable, or unwilling to wait. Lines are an intolerable poll tax we have tolerated for far too long.

Of course, that is not the only reason Harris did not have enough votes cast for her, but it is a substantial reason. I have no doubt that analysis over the coming days will demonstrate lower turnout in populous Democratic counties played a role.
