Tax Bills must be initiated by the House, Right?

I thought all tax bills had to be initiated by the US House of Representatives.

Considering that a tariff is a tax, how can a president impose a tariff on day one?

Can he do that by himself?

which may explain why he mentioned doing it to stop fentanyl from entering the US in his tweet about tariffs a few days ago.
