When we're in charge, the house is a democratic institution, and we need a skillful speaker to help craft the ideal compromise to get enough votes to pass, and to twist arms where needed.

Pelosi was a superstar at this.

But when they are in charge, the house is a circus show, except when Donnie dictates something, in which case it becomes an autocratic rubber stamp. This does not require skill, just a toady who will obey Donnie.
