Any thoughts on H.Con.Res. 1 (consent to assemble outside the seat of government)?

I was browsing govtrack and came upon this — H.Con.Res. 1: Regarding consent to assemble outside the seat of government. At this point passed the House and govtrack put chance of passage at 62%.

Anybody know what this is about? Thanks.

This is the 250 year since the Declaration of Independence. Congress may want to meet in constitution hall for a ceremony or in case there is a need to relocate the congress for other reasons. There have been anthrax attacks among other attacks on the capitol. They need to be able to reconstitute Elsa where if necessary. This is not the first thing this legislation has passed.

Thanks for the insights and for noting that it's a routine action. I was worried that it was a way to get more payment on lots more hotel nights where someone wanted them.
