Terrorgram is a transnational terrorist group that primarily operates on the social media and digital messaging platform Telegram. The group promotes violent white supremacism, solicits attacks on perceived adversaries, and provides guidance and instructional materials on tactics, methods, and targets for attacks, including on critical infrastructure and government officials. The group also glorifies those who have conducted such attacks.
The Department of State is designating three leaders of Terrorgram as SDGTs pursuant to E.O. 13224:
Ciro Daniel Amorim Ferreira is a Terrorgram channel administrator. Ferreira is a Brazilian national residing in Brazil.
Noah Licul is a senior member of Terrorgram. Licul is a Croatian national residing in Croatia.
Hendrik-Wahl Muller is a Terrorgram channel administrator. Muller is a South African national residing in South Africa.

An indictment is merely an allegation. All defendants are presumed innocent until proven guilty beyond a reasonable doubt in a court of law.
Petitioners requesting removal of those designated today from the Specially Designated Nationals and Blocked Persons List should refer to the Department of States Delisting Guidance page.

(3,017 posts)1) Perhaps those three meet a threshold for leadership role under EO 13224.
2) These three suspects from Croatia, Brazil, and South Africa may be easily extraditable; domestic suspects can be arrested in the US.
3) This was the easiest and fastest way to get the names in the global BOLO system before the Trumpf administration takes over. I imagine lots of folks getting last-minute projects out, like the USTR issued a warning on counterfeit drugs last week.
4) This method doesn't require any funding, like the Rewards for Justice program offering $25 million dollars for Venezuelan President Maduro or $10 million for malicious cyber actors.
