Conditions placed on Aid. I'm all for it.

Blue States should condition tax collections sent to those resource sucking Red States based on: Red States reinstate a women's right to choose, get rid of all laws that depress the vote, and provide a living wage to their citizens.

Fair to me.

Our Federal Republic is an unhappy polygamous marriage.

Aid to our own due to natural disaster should be unconditional, always, everywhere.

This would be a collective Blue State embargo against sending money to the Trump Administration until Red States comply.

Red State Thugs are saying they will embargo federal aid to a Blue State until California makes some unspecified reforms. Fine, Blue States can embargo sending money to Trump and his Red State supporters until their conditions are met.

Financial Civil War. So be it.

4. Other than some excise taxes, the tax money sent to the Federal government comes from individual taxpayers not the state

Just how would a Blue State be able to intercept all the income tax withholding and FICA payments from individual taxpayers when it is sent directly by their employers to the US Treasury ?

So, employees would have their taxes withheld from their paychecks by their employer, but instead of it going to the US Treasury, the state government would seize it first? What happens when the employee then faces Federal charges for non payment of taxes, even though the money was withheld?

refuse to enforce any "illegal gun" laws in their states.

A Blue State government can pass a law that says there will be a general amnesty and no prosecution of any individual or corporation who refuses to federal taxes in any form: that includes individual income taxes, payroll taxes, corporate income taxes, excise taxes, estate taxes, custom duties, or any taxes collected in National Parks

Let the Feds try and enforce their taxes in States who refuse their authority.

I get that it feels nice to think about, but it's simply unworkable.
