it is a moral issue of debate among spiritually and religiously oriented people.

During the felon's first term, I shocked a coworker by asking (facetiously) if we should pray for God to straighten him out or take him out. Not supposed to do harm to anyone or to even wish harm on anyone, let alone pray for it. I was taught that, too, but there are variations in circumstances.

I think there is wiggle room for religious people who can't wish harm on anyone. They can pray for God's justice on him, or for God to remove from the felon his ability to do harm. Let God decide the method.

Meantime, mortals can rely on political activism and looking out for each other.
