Basically the character is a clueless internet rapper who has no idea about the history or cultural significance of hip hop... yet has 1 trillion views on his music. At the end of each skit, he starts doing one of his awful (hilariously awful) songs and gets literally slapped or spanked by a disgusted, distinguished member of whatever panel he's been invited to speak on.

I find Pete Davidson a little too over the top, but Chalamet is great. The best part of these skits is the reaction of the hosts and guests.
