But he won't run.
The way they proposed Amendment reads is you're only eligible for a third term if you haven't served two consecutive terms already. So basically the possibility only kicks in if you win once and lose once (or don't run immediately after your first term).

of the Senate and the House and a majority vote in both branches of the legislatures in 38 states if the amendment is tailored to just Trump?
That would be a pipe dream. If one wanted a new amendment, they would have to just repeal the existing one to set up a Obama-Trump match-up.
