It may not be possible short of impeachment and conviction to go after Trump, however those that are carrying his agenda have no such immunity.
Taking control of computer systems without the proper credentials for example, is a crime and should be prosecuted.
Trump controls the justice department but not the states.
Surely, some of these laws being broken fall under state jurisdiction. If so, go after the underlings carrying out Trump agenda.
Plenty of opportunities, i.e scooping up people, entering properties with no warrant, financial crimes, cyber hacking.
