Who gave Elon Musk Top Security clearance?

I thought he wasn't cleared at that level. Trump is claiming he's a special government employee with top security clearance.

By the way, Elon Musk must not be getting enough sunlight. He looks sickly, pasty white.

Iirc they couldn't get clearance through normal channels so with the stroke of a sharpie tRump gave them TS classification.
