Is he beyond the law, able to completely ignore judges, off limits to politicians of both parties (practically, as in taking meaningful action to stop him, not speechifying) insofar as all he has to do is snap his fingers and money pours into their opponents campaigns, and so on.
It seems to me his interest isn't as much as destroying America, as much as making it powerless to interfere in whatever plans he and other oligarchs have for global domination.
I don't think he gives two shits about beauracracy either way. He is assisting in TSF's revenge tour to assure future compliance and malleability to his needs.
