You can read the article yourself, it's not long; but to my mind, the key point of the article is:
"the agreement is just an intention to set up the fund, not its actual legal establishment, experts noted. Its unclear when exactly that will happen. That also means theres still plenty of wiggle room about how it will actually look."
So basically it's an agreement to keep negotiating an agreement. Trump got pretty much the same thing from the Russians in Saudi Arabia recently, a four part agreement to keep talking. That's it. So what we have isn't the alpha male master of the universe forcing Ukraine to repay the arms sent, it's the fart of the deal - as usual. I'm sure things will be wound up soon, however; "in two weeks," just like Trump's health plan to replace Obamacare and his infrastructure legislation during the first Trump Presidency.
