While talking with the CBC he said this:
"We appreciate and recognize President Trump is trying to grapple with some broader issues with the Canadian government and Prime Minister Trudeau, but our industry should not be involved in these tit for tat battles because we're an industry of one. We're an industry that has enjoyed great growth... (and yada yada)"
He is playing "Trump is dealing with problems with Canada." As if Canada is the problem, not Trump. Trump is merely trying to right a wrong.
