Why don't we go back to the original intent of the 2nd amendment?

As passed by the Congress:

A well regulated Militia, being necessary to the security of a free State, the right of the people to keep and bear Arms, shall not be infringed.

As ratified by the States and authenticated by Thomas Jefferson, Secretary of State:
A well regulated militia being necessary to the security of a free state, the right of the people to keep and bear arms shall not be infringed.[8]

What I propose:

A well regulated militia being necessary to the security of a free State, every citizen who chooses to bear firearms should enlist in the modern day version of the militia -- a state guard, the national guard, or the coast guard -- and participate in monthly training sessions.

And go back the the Gun Control Act of 1968

1986 is when the Right to Carry Laws kept popping up in various states.

Right to Carry Laws 1986-2011

Red: Prohibited to carry a gun
Blue and Green: Are the most permissive.

That was the law where they snuck in the machine gun ban at the last minuite. Without that, I might finally be able to get that Glock 18 I've been wanting so long. And a real M4A1. And...
