Just keep hoping more and more foreigners individually boycott everything American and as that percolates through the US economy without nation states having to resort to tariffs, the result of Trump's bullying will quickly start hitting his base in rural, ag and red states and be noticed by GOP legislators who unlike Trump have future elections to worry about and an electorate growing quickly unhappy with the nonsense that is costing them their livelihood.
