Isn't that exactly what tRump is doing with tariffs?
WSJ says the tariffs are a tax on American consumers.

(1,280 posts)To the extent that the funds and services the people rely on are cut AND the taxes are shifted from the rich to the not rich through tax cuts, what if "we the people" refused to pay federal taxes.
What made me think of this is that I live in a sales tax only blue state (no kidding). If the federal taxes are not covering services, I am sure my state would try, as best it can, to raise the missing money for essential programs. If by raising a sales tax, the lower the income, the greater the impact, especially if inflation and recession ensue.

tRump is enacting these tariffs by executive order (decree). There is no debate in Congress, there is no law passed by the peoples representatives.
