I think we are in agreement about what it means.
It's the latest version in THOMAS. Since they just voted, there's probably one more version out there somewhere.
I thought the uproar about the military detaining Americans is interesting given those dates, which, if we take the first one to be the date of origination of this table and the 2nd one being this update, that detention language was gone by November 16.
