Collected Tariffs, how are they disbursed?

I hope there are guardrails and accountability on these monies. Which branch of government owns the authority over the collected tariffs? Does the citizenry even have the right to monitor the disbursements?

1. I read they go to the US Treasury and the govt can spend the money any way they want.
