Pete Hegseth seems like a guy who would be the president of a fraternity -
like the national headquarters of a frat known for its drunken parties, hazing, and rape. And even though he's a middle aged man he goes to visit the fraternities on weekends just for the parties. During the week he siphons money away from the frats.

His only qualifications are that he looks good on fox TV, which is where trump "discovered" him, and he's trump's idea of a "macho" guy. The usual reality show casting.
Given that Hegseth's sole and only qualification for being Defense Secretary is that he is a pretty face, this addition makes sense.
