For discusion purposes only, i'm wondering just what could a judge do

With a president that acts like TSF? I mean how would a judge deputize his-her own marshal? Could they decide whomever they wanted to become a marshal? Like i mean could a judge choose someone like Mar Elias? (i'm sure he wouldn't be interested, but just used him as an example.
