For him, the whole concept of "leading" the nation is the ultimate cosplay.
Unfortunately for us, he's not a leader, he's a boss; a crime boss; the head of the worlds biggest criminal organization.
And we get to see him acting out this role every day to the detriment of the entire nation, and ultimately to the detriment of the entire world.
He doesn't even hide the fact. He's openly selling access to the office of the President, and openly soliciting bribes for special consideration in his tariff war.
He can do this because there isn't anyone to stop him.
