Federal judges

Federal judges can issue arrest warrants when probable cause exists to believe that an individual has committed a crime. There have been plenty of crimes with more than probable cause.

Why haven't we seen any arrest warrants?

2. The application for the warrant has to come from law enforcement.

The warrant must describe the evidence according to which a law enforcement officer believes a crime has been committed, and the judge then decides whether that evidence supports a finding of probable cause sufficient to support the warrant. Federal law enforcement is now controlled by Trump's DoJ. So....

he's likely to pardon them (or at least promise to do it). So nobody's getting arrested any time soon, and the criming will continue unabated.

A pardon will do nothing for them in those cases.
