The Jet "Gift" would have to be fitted for in-air refueling.

That alone would have the jet completely stripped down and the fuel system replumbed. Aint gonna' happen.

Trump made a big deal out of chiseling Boeing by renegotiating the deal when he took office in 2016

Now he’s going to spend $100 million to refit a jet for 3.5 years?

That should worry everyone. A president that cannot turn down an expensive gift? Ripe for corruption.
